Office of the president vacancies (7 positions)


1. Members (7 Positions)

Applications are invited from suitably qualified persons for the position of member of the selection panel for the appointment of the Chairperson and Members of the Public Service Commission. Applicants should have the qualifications outlined below:-

(a) Experience, Qualifications and Competencies

I. Trade Union Specialist
A person shall be qualified for appointment to the panel as a
Trade Union Specialist if the person:
(i) Has at least fifteen (15) years working experience in the
leadership position of a large Trade Union in Kenya;
(ii) Holds a Bachelors degree from a recognized university;
(iii) Holds a Post-graduate qualification in Labour/Industrial
Relation, Human Resource Management or Law from a
recognized institution;
(iv) Is conversant with the Constitution of Kenya, the Public
Service Commission of Kenya Act, the operations of
the Government and the Public Service Commission of
Kenya;
(v) Understands the dynamics of the Labour Market in
Kenya;
(vi) Meets the requirements of Chapter Six (6) of the
Constitution of Kenya 2010 on Leadership and Integrity

II. Human Resource Expert

A person shall be qualified for appointment to the panel as a
Human Resource Expert if the person:
(i) Has a minimum of fifteen (15) years experience in
Human Resource Management at a senior position in
the Public Service or Private Sector in Kenya;
(ii) Holds a Bachelors degree in any of the following
disciplines:- Business Administration, Human Resource/
Personnel Management, Government, Sociology,
Anthropology, Economics or any other relevant Social
Sciences from a recognized institution;
(iii) Holds a Masters degree in any of the following
disciplines:- Business Administration, Human
Resource/Personnel Management, Government, Public
Administration, Sociology, Anthropology, Economics or
any other relevant Social Sciences from a recognized
institution;
(iv) Is a member of a relevant professional body;
(v) Is competent in recruitment and selection processes and
procedures;
(vi) Is conversant with Constitution of Kenya, 2010; the
Public Service Commission of Kenya Act, the operations
of the Government and the Public Service Commission
of Kenya;
(vii) Meets the requirements of Chapter Six (6) of the
Constitution of Kenya on Leadership and Integrity;
(viii) Has professional, managerial and administrative
capabilities in the Human Resource Management field.

III. Finance and Accounting Expert
A person shall be qualified for appointment to the panel as a
Finance and Accounting Expert if the person:
(i) Has a minimum of fifteen (15) years experience in
Finance/Accounting field at a senior position in the
Public Service or Private Sector;
(ii) Holds a Bachelors degree in any of the following
disciplines:- Commerce (Accounting or Finance option),
Business Management/Administration (Finance or
Accounting option) from a recognized institution;
(iii) Holds a Masters degree in any of the following
disciplines:- Accounting, Finance, Business
Management/Administration (Finance or Accounting
option) or its equivalent qualification from a recognized
institution;
(iv) Is a Certified Public Accountant of Kenya CPA (K)
and an Associate of Chartered Certified Accountant
(ACCA) or its equivalent qualification from a recognized
institution;
(v) Is conversant with Constitution of Kenya, the Public
Service Commission Act, the operations of the
Government and the Public Service Commission of
Kenya;
(vi) Meets the requirements of Chapter Six (6) of the
Constitution of Kenya on Leadership and Integrity;
(vii) Has professional, managerial and administrative
capabilities in Finance and Accounting field.
IV. Public Administration Expert
A person shall be qualified for appointment to the panel as a
Public Administration Expert if the person:
(i) Has a minimum of fifteen (15) years experience in a
senior administrative position in the Public Service;
(ii) Holds a Bachelors degree in Government or any other
related Social Science from a recognized institution;
(iii) Holds a Masters Degree in Public Administration,
Business Administration or any relevant Social Science
from a recognized institution;
(iv) Is conversant with Constitution of Kenya, 2010, the
Public Service Commission Act, the operations of the
Government and the Public Service Commission of
Kenya;
(v) Meets the requirements of Chapter Six (6) of the
Constitution of Kenya on Leadership and Integrity;
(vi) Demonstrates a clear understanding of the Kenya Vision
2030 and related development goals.
 
V Legal Expert
A person shall be qualified for appointment to the panel as a
Legal Expert if the person:
(i) Has a minimum of fifteen (15) years experience as a
judge of the High Court or as a distinguished Academic/
Judicial/Legal practitioner;
(ii) Holds Bachelor of Laws (LLB) degree from a recognized
institution;
(iii) Holds a Masters of Laws (LLM) from a recognized
institution;
(iv) Has been admitted as an advocate of the High Court of
Kenya;
(v) Is conversant with Constitution of Kenya, 2010, the
Public Service Commission Act, the operations of the
Government and the Public Service Commission of
Kenya;
(vi) Meets the requirements of Chapter Six (6) of the
Constitution of Kenya on Leadership and Integrity.
 
VI. Retired Civil Servant
A person shall be qualified for appointment to the panel as a
Retired Civil Servant if the person:
(i) Is a retired senior Civil Servant with a cumulative proven
and relevant experience of at least fifteen (15) years,
the last three (3) years of which must have been at top
management level;
(ii) Holds a Bachelors Degree in a relevant field from a
recognized institution;
(iii) Has Leadership and professional competence in work
performance and a clear understanding of National
Goals and Policies;
(iv) Meets the requirements of Chapter Six (6) of the
Constitution of Kenya on Leadership and Integrity.

VII. ICT Expert

(i) Has a minimum of fifteen (15) years experience at senior
levels in ICT;
(ii) Holds a Masters degree in a relevant field from a
recognized university;
(iii) Is conversant with Constitution of Kenya, 2010; the
Public Service Commission of Kenya Act, the operations
of the Government and the Public Service Commission
of Kenya;
(iv) Meets the requirements of Chapter Six (6) of the
Constitution of Kenya on Leadership and Integrity;
(v) Has professional, managerial and administrative
capabilities in the ICT field.
(b) Personal Qualities
In addition to qualifications in specific professional areas, a
member of the Selection Panel will be required to have the
qualities outlined below:
(i) Good interpersonal skills;
(ii) Oral and written communication skills;
(iii) Ability to articulate issues;
(iv) Team player.
(c) Duration of Appointment
The Panel is expected to finish its work on or
before 28th September 2012.
(d) Terms of Service

The appointment is temporary.
